What does the message Microsoft Visual C++Run time mean and what can I do about it?

The message shows up on my desktop toolbar, but than just closes when I click on it and when I move my cursor over whatever is open at the time some of the words and colors will start to disappear.

Wasn't sure what program you were using when that message popped up, but you can try going to the microsoft office website and check for updates becuase that message usually means there might be something wrong with your C++ library.
