When is it a good time to do a delayed c-bet?

I was reading harringtons tourney books and he talked briefly about a delayed c-bet and was hoping for more details. MAYBE a example in which you would do it.

When is it a good time to do a delayed c-bet?
Suppose you raised before the flop with AK and the big blind called your raise. The flop comes J38 and the blind checks to you. You feel the blind may have checked a J to you because that is in his playing range.

A Jack comes on the turn and he checks to you again. You think he would not have checked any hand to you twice so you now bet ( a delayed continuation bet). It is probably a good bet because you probably have the best hand right now.
Reply:the way i understand the delayed c-bet, it is a c-bet in which you wait until the turn instead of just going ahead on the flop, but i am not 100% sure of this so correct me please if i am wrong and i will adjust my answer

from my understanding, i can't see how this would be a good play at all, other than to let villain know that you will not c-bet every single flop and this allows your regular c-bets to be more effective...otherwise, it's just a bad play, because if you're oop and feel you can take control of the hand but instead want to get fancy and wait for the turn, you are giving your opponent a chance to take that control away, and if you are in position you give control of the hand away on the turn since your opponent will be in first position to bet...i just don't see the merits in this move, but again i am not really familiar with it so maybe someone can help me see something that i am missing
